Call for Full Investigation into Vaccine Trials Conducted in Mother and Baby Institutions and all other Institutional Settings
- The Special Advocate calls on Government to initiate a full and transparent investigation into the findings of the Kiely Report, as well as a full examination of the Mother and Baby Home Commission of Investigation’s handling of Vaccine Trial evidence.
- The Special Advocate notes with grave concerns – Multiple Vaccine Trials were carried out on babies and infants without consent and without appropriate medical oversight or compliance with medical regulations in place at that time 1930-1970’s
- The Special Advocate calls for a Government lead campaign to identify all these babies and infants – now adults- who were subject to the Vaccine Trials
- The Special Advocate calls for the urgent and immediate provision of comprehensive health screening, long‑term medical supports, and a generous Redress/Compensation Scheme for all those subject to vaccine trials
Patricia Carey, the Special Advocate for Survivors said
“These trials were not compliant with the 1947 Nuremburg Code for Ethical Principles governing human experimentation. From a Human Rights perspective these trails were an atrocity- a profound violation of personal autonomy, informed consent, and the basic dignity owed to every human being. Babies and children were subjected to medical experimentation without their knowledge, without their parents’ consent, and without any of the protections that ethical research demands”
Medical Records
Records sealed as part of the Mother and Baby Commission of Enquiry for their investigations into Vaccine Trials must be unsealed and included in an open and transparent full investigation.
It is imperative that all records relating to the Vaccine Trials must be made available to the individuals who were experimented on. Records currently held by GlaxoSmithKline (GSK) must be handed over to the State, and the State must unseal all vaccine related reports as part of its commitment to engagement legislation
